The short answer

Three bodies run Dholera. DSIRDA is the statutory planning and land authority for the region. DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds the city; it was incorporated on 28 January 2016 and is owned 51 percent by the Gujarat government through DSIRDA and 49 percent by the central government through the NICDC Trust. Created under the framework of the Gujarat Special Investment Region Act of 2009, it is the body with legal authority over the region's planning, its Town Planning schemes and its land regulation. DICDL: the company that builds the city

DICDL, Dholera Industrial City Development Ltd, is the special purpose vehicle that actually builds Dholera. It was incorporated on 28 January 2016. Where DSIRDA plans and regulates, DICDL executes: the trunk infrastructure, the utilities, the roads and the developed plots in the Activation Area are delivered through this company. It is the entity behind most of the on-ground construction you read about, and its interviews are the source for much of the reported infrastructure detail on this site. The ownership is the part worth memorising. DICDL is owned 51 percent by the Gujarat government, through DSIRDA, and 49 percent by the central government, through the NICDC Trust. That split makes it a genuine joint state-and-centre vehicle, which is one reason Dholera carries more institutional weight than a purely private township. It also means the developer of Dholera is a government-owned company, not the many private builders who sell plots under the Dholera banner.

The distinction that stops scams: DICDL is the government SPV that builds the city. The companies advertising plots "in Dholera SIR" are mostly private builders, not DICDL. A private builder operating inside the SIR still needs RERA registration and clear title like anyone else. Never let a seller borrow DICDL's or DSIRDA's credibility for a private plot. NICDC: the corridor-level agency

NICDC, the National Industrial Corridor Development Corporation, is the central nodal agency for India's industrial corridors, including the Delhi-Mumbai Industrial Corridor of which Dholera is a node. It was formerly known as DMICDC. NICDC sits at the corridor level rather than the city level, holding the central government's stake in Dholera through the NICDC Trust and coordinating Dholera within the broader national programme. How the three fit together

Picture three layers. At the top, NICDC operates the national corridor programme and holds the centre's 49 percent stake in Dholera. Beyond the core three, specific projects have their own vehicles. The airport is built through DIACL, a separate SPV owned by the Airports Authority of India, Gujarat and NICDC, covered on the airport page.
