The history of Dholera: from salt-march port to smart city

Updated 22 July 20269 min readSourced and dated
The short answer

Dholera has a long past before the smart city. It carries a port-town tradition, holds a durable Swaminarayan temple, and was the site of a real 1930 salt-law Satyagraha after Dandi. The modern project began with the Delhi-Mumbai Industrial Corridor plan and the Gujarat SIR Act of 2009, followed by the SPV DICDL in 2016 and the anchors of the 2020s. That history also includes farmer land litigation in the mid-2010s, whose current status is not reliably sourced, so we present it neutrally rather than as resolved.

Dholera did not appear on a planner's map in 2009 out of nowhere. It has a past as a coastal settlement, a place of pilgrimage and a footnote in the freedom struggle. Understanding that history matters for two reasons: it tells you why this stretch of the Bhal coast was chosen, and it inoculates you against both the marketing that overstates its grandeur and the cynicism that treats it as empty ground. This page keeps the record neutral and labelled.

The story splits cleanly in two. There is old Dholera, the port-town, the temple and the Satyagraha. Then there is the project, the Delhi-Mumbai Industrial Corridor, the SIR Act and the anchors of the last decade. We take them in order.

The port-town tradition

Dholera is often described as a historic port town on the Gulf of Khambhat. We present that as tradition and claim rather than hard fact, because the port-town description carries a citation-needed flag in general reference sources. What is not in doubt is the setting: a low-lying coastal location on a gulf that has supported maritime trade in the region for millennia, which is part of why a coastal industrial city was imagined here. For the coastal geography itself, see our geography and climate guide.

That maritime context is reinforced by what sits nearby. Lothal, the Indus Valley Harappan site excavated by the ASI between 1955 and 1960 and described by the ASI as the world's earliest known dock, lies in the same Ahmedabad district, commonly cited at around 40 km from Dholera, with the exact distance varying by source. It is a reminder that dock-building on this coast is not a new idea.

The Swaminarayan temple

One durable landmark anchors old Dholera: a Swaminarayan temple, counted among the nine temples built by Swaminarayan himself. Unlike the port-town claim, the temple is a solid, confirmed piece of Dholera's heritage. For a place now defined by fibre ducts and command centres, it is a useful reminder that a living town and its faith preceded the plan.

The Dholera Satyagraha of 1930

Dholera's most significant historical moment came in April 1930, when it became a site of salt-law civil disobedience after the Dandi march. Per the Gujarati Vishwakosh, Amritlal Seth led about 21 satyagrahis on 6 April, and Balwantrai Mehta led a larger contingent around 13 April, with Jhaverchand Meghani among those recruiting participants. This was a real chapter of the freedom struggle at Dholera port. One frequently repeated detail, a leadership claim attributed to "Ambubhai", is unverified, so we do not print it as fact. Our dedicated page goes deeper: the Dholera Satyagraha.

Why the history is worth knowing: a plot buyer gains nothing from a mythologised past, but a lot from an accurate one. Knowing the real Satyagraha, the confirmed temple and the citation-flagged port claim lets you tell durable heritage from marketing colour, the same discipline you need for every other Dholera number.

How the modern project began

The modern Dholera is a child of the Delhi-Mumbai Industrial Corridor, the large industrial programme built around the Delhi-Mumbai dedicated freight corridor. Its legal foundation is the Gujarat Special Investment Region Act of 2009, which created the SIR category and gave Dholera its planning authority and single-window framework. Dholera became the flagship, and frequently the largest cited, node of that corridor. If you want the structural picture, start with what Dholera SIR is.

The project timeline

From the SIR Act, the project moved in stages. The special purpose vehicle that builds the city, DICDL, was incorporated on 28 January 2016. The 300 MW Tata Power solar plant came online in April 2022. The Union Cabinet approved the Tata semiconductor fab on 29 February 2024. The Ahmedabad-Dholera Expressway was reported inaugurated on 31 March 2026, and the Ahmedabad-Dholera semi-high-speed rail was approved by the CCEA on 13 May 2026. Each of these is covered on its own megaproject page; read them together to see the build-out sequence rather than any single milestone.

The litigation history, told neutrally

An honest history cannot skip the disputes. Land acquisition for Dholera was litigated. The Gujarat High Court issued status-quo orders after farmer petitions around 2015, and a 2017 Business Standard report found that only about 290 of more than 900 sq km had then been secured. That reporting is largely concentrated in the 2015 to 2018 window. The current status of those cases is not reliably sourced, so we do not state that the litigation is resolved, nor that it is ongoing. We simply record that it happened and that its present status is unclear. Anyone claiming Dholera's land is entirely free of dispute, or that it is hopelessly tangled, is going beyond what the sources support.

What this means for a buyer: historic litigation over land acquisition is a reason to verify a specific plot's title and Final Plot status rigorously, not a reason to assume every plot is compromised. Use our verification guide and title checklist on the exact plot you are considering.

The bottom line

Dholera's history is a real coastal settlement with a confirmed Swaminarayan temple and a genuine 1930 Satyagraha, layered under a modern megaproject that began with the DMIC and the 2009 SIR Act and moved through the SPV, solar, fab and connectivity milestones. It also carries an unresolved chapter of land litigation. Told with its labels intact, that history is neither a glorious pedigree nor a cautionary tale. It is context, and context is exactly what most Dholera marketing leaves out.

Frequently asked questions

Was Dholera really a port town?
It is described as a historic port town, but we present that as tradition and claim rather than hard fact, because the port-town description carries a citation-needed flag in general reference sources. The coastal setting on the Gulf of Khambhat is confirmed, and nearby Lothal was a Harappan dock, so maritime history in the area is well established.
What happened at the Dholera Satyagraha?
In April 1930, Dholera became a site of salt-law civil disobedience after the Dandi march. Per the Gujarati Vishwakosh, Amritlal Seth led about 21 satyagrahis on 6 April and Balwantrai Mehta led a larger group around 13 April, with Jhaverchand Meghani among the recruiters. A leadership claim attributed to Ambubhai is unverified and not printed here.
When did the modern Dholera project start?
The modern project rests on the Delhi-Mumbai Industrial Corridor and the Gujarat Special Investment Region Act of 2009, which created the SIR category. The special purpose vehicle DICDL was incorporated on 28 January 2016, followed by the solar plant in 2022 and the semiconductor fab approval in 2024.
Is there a temple in Dholera?
Yes. Dholera has a Swaminarayan temple, counted among the nine temples built by Swaminarayan himself. It is a confirmed and durable part of the town's heritage, unlike the citation-flagged port-town claim.
Was there litigation over Dholera's land?
Yes. Land acquisition was litigated, with Gujarat High Court status-quo orders after farmer petitions around 2015, and a 2017 report finding only about 290 of more than 900 sq km then secured. That coverage is largely from 2015 to 2018, and the current status of those cases is not reliably sourced, so we do not state it as resolved.
How far is Lothal from Dholera?
Lothal, the ASI-excavated Harappan site described as the world's earliest known dock, lies in the same Ahmedabad district, commonly cited at around 40 km from Dholera, with the exact distance varying by source.
