Town Planning (TP) Scheme
A legal planning mechanism in Gujarat that reorganises raw land into serviced final plots with roads and infrastructure reservations.
A Town Planning (TP) Scheme is a well-established legal planning tool in Gujarat that pools and reorganises raw or agricultural land into a properly laid-out set of serviced plots, with land set aside for roads, utilities and public amenities. Each landholder receives a reconstituted plot, identified by a Final Plot number, in place of the original holding.
Dholera's master plan is divided into six TP schemes, TP1 to TP6, all of whose draft schemes have been reported as sanctioned. Phase-I covers TP1 and TP2, together about 153 sq km, and TP2 holds the Activation Area and the ABCD building. The character of each zone, such as early industrial, residential or long-term expansion, is portal-sourced commentary rather than a fixed legal label.
For a buyer, the TP scheme is central to safety. Land inside an approved TP scheme with a Final Plot number is treated as deemed non-agricultural, which is a major legal comfort.
