A master plan is the overarching blueprint that guides how a city develops, setting out zoning, land use, phasing and the framework of Town Planning schemes. It is the document that turns a large tract of land into an ordered plan for roads, industry, housing and amenities over time.
Dholera's master plan divides the region into six Town Planning schemes, TP1 to TP6, with Phase-I covering TP1 and TP2, together about 153 sq km. Development is staged across three phases over roughly 30 years, with Phase 1 focused on the Activation Area, Phase 2 adding the airport and industry, and Phase 3 extending toward the full planning envelope of about 920 sq km. Detailed land-use zoning percentages are held in the official DSIRDA planning documents and are not otherwise reliably published. The overall concept is widely attributed to Halcrow of the UK, though this is a reported rather than primary-confirmed detail.
