Dholera utilities and facilities: what is built and what is planned

The short answer

Inside the Activation Area, Dholera reports a genuine set of built utilities: underground power, fibre and gas ducts, potable water with smart meters, a recycled-water network, stormwater draining into a 6.5 km man-made canal, a water treatment plant of about 50 MLD, around 72 km of internal roads, and the ICCC, the smart-city control room, in the ABCD building. Almost all of this is reported by the developer for the Activation Area, not independently audited, and some promotional features such as a walkable utility tunnel, district cooling and desalination are planned or unverified. The infrastructure exists mainly in the demo zone, not across the full 920 sq km.

A smart city lives or dies on the boring layer: pipes, ducts, drains and a control room. Dholera's pitch is that all of this is laid underground first, so the streets never get dug up again and every service is metered and monitored. The reality is more specific than the pitch. The infrastructure is largely concentrated in the Activation Area, the roughly 22.5 sq km demo zone, and most of it is reported by the developer rather than independently certified.

This page separates what is reported built from what is still planned, and keeps reminding you of the one fact the brochures blur: this is a demo-zone story so far, not a whole-city one.

The underground layer

The defining feature of the Activation Area is that its utilities run underground. Per DICDL, the built network includes power lines, ICT and fibre ducts, piped natural gas, and potable water fitted with smart meters and leak detection. Alongside sit a recycled-water network and wastewater lines. The idea is a city where you do not see overhead cables or dig trenches to add a connection, and where consumption is measured rather than estimated.

We tag this reported because the source is a developer interview describing the Activation Area, not a third-party audit of the whole SIR. It is credible and consistent across accounts, but it applies to the demo zone. The promotional idea of a common walkable utility tunnel, where staff move through a tunnel to service every line, is not verified and should be read as aspiration, not a built feature.

Water: supply, recycling and drainage

Water is the utility that matters most on flat coastal land. The Activation Area reports a water treatment plant of about 50 MLD with reservoirs, a piped potable supply with smart metering, a separate recycled-water network for non-drinking use, and a stormwater system that drains into a 6.5 km man-made canal. On low-lying Bhal terrain where drainage and flooding are documented planning constraints, that canal and the stormwater design are not decoration; they are load-bearing for the whole site.

Two related ideas belong in the planned column, not the built one. District cooling is of unknown status, and desalination, sometimes floated for a coastal city, is unverified. Neither should be counted as an existing facility. We list them so you recognise them as concepts if a seller presents them as done.

Roads and the central spine

The internal road network is reported at about 72 km, with widths from 18 to 70 m, pedestrian and cycle lanes, and a reserved corridor for future rapid transit. Running through the SIR is the Central Spine Road, a 250 m wide corridor reported 100 percent operational with smart lighting and sensors. These figures come from a DICDL interview and portal-grade sources, so we label them reported, and the 72 km network, like the utilities, is concentrated in the developed footprint rather than spread across the full planned area.

The ICCC: the city's brain

The showpiece facility is the Integrated Command and Control Centre, the ICCC, housed in the ABCD building, the Administrative cum Business Centre for Dholera, in the TP2 Knowledge and IT Zone on a roughly 9-hectare plot. The ICCC is described as the smart-city brain, monitoring water, power, lighting, surveillance, traffic and environment, alongside authority offices and single-window clearance, in a LEED Gold-designed building. It is reported operational.

Two honest caveats. The exact inauguration date is not reliably sourced, and the built-up area is quoted inconsistently, around 14,000 sqm in one government-phase figure versus about 36,000 sqm from the developer for the full building. We flag both figures rather than pick one, and we treat operational as reported pending verification on the official portal. Full detail sits on our ABCD building and ICCC page.

The honest framing: Dholera's utilities are real and impressive for what they are, a fully serviced demo zone, but they cover the Activation Area, not the full 920 sq km. When a seller shows you underground ducts and an ICCC as proof the whole city is built, they are showing you Phase 1 infrastructure and letting you assume the rest. Ask where the plot sits relative to that serviced footprint.

What this means for a buyer

Serviced land is worth more than raw land, and a plot inside or near the developed footprint, with trunk utilities already at the boundary, is a genuinely different asset from one far outside it with no infrastructure. Distance from the serviced Activation Area is one of the documented, repeatable price drivers. So the practical question is not whether Dholera has smart-city utilities, it reports that it does, but whether the specific plot you are looking at is actually connected to them or merely near a map that shows them.
