Dholera phases and timeline: what is built and what is still targeted
Dholera SIR is planned in three phases across about 30 years. Phase 1 (roughly 2020-25) delivered the 22.5 sq km Activation Area, the plug-and-play demo zone. Phase 2 (roughly 2025-30) adds the airport and early industry. Phase 3 (roughly 2030 to 2040 or 2042) is meant to fill out the full planned area of around 920 sq km. The confirmed spine of dates runs from the 2009 SIR Act, to DICDL in 2016, solar power online in 2022, the Tata fab approval in 2024, and the expressway and rail approvals in 2026. Everything past 2026 is a target, and even the end year is quoted inconsistently as 2040 or 2042.
Dholera is easier to understand as a schedule than as a place. Almost every claim you will read, good or bad, is really a claim about timing: what is finished now, what is under construction, and what is still a line on a master plan. This page separates those three states and puts dates against them, with a confidence label on each so you can tell a signed contract from a slide in a pitch deck.
The short version is that the legal and physical groundwork is real and dated, the first demo zone is largely built, and everything beyond the current decade is a target. We never present a target as an achievement, because with Dholera the gap between the two is where buyers get hurt.

The city is designed to be built in three phases over roughly 30 years, not in one go. Phase 1, running approximately 2020 to 2025, was about proving the concept in a small footprint: the Activation Area of about 22.5 sq km, sitting inside Town Planning Scheme 2, with trunk infrastructure and the administrative building. Phase 2, roughly 2025 to 2030, is meant to add the international airport and the first wave of industry. Phase 3, roughly 2030 to 2040 or 2042, is the long tail that would extend development toward the full planned area of around 920 sq km.
Read those phase windows as reported planning intent, not guarantees. The end year alone is quoted as 2040 in some sources and 2042 in others, which tells you how much precision to expect this far out. The milestones that actually happened, with dates
Here is the spine of dated events that are confirmed or reliably reported. These are the anchors worth trusting because each has a legal instrument, an incorporation record, a commissioning, or a formal approval behind it, rather than a marketing promise.

What is done versus what is targeted
On the built side, as of 2026 the reported and confirmed anchors are these: the Activation Area trunk infrastructure and the ABCD administrative building are reported done, about 300 MW of solar is confirmed operational since 2022, and the expressway is reported open. The Tata semiconductor fab is real and under construction, with civil work reported at roughly 50 percent by mid-2026. That is a genuine list, and it is the honest answer to anyone who says nothing is happening at Dholera.
On the targeted side sit the items that carry the region's whole investment case. The airport is reported around 80 percent complete with operations targeted for late 2026, but that date has slipped repeatedly since 2010. The fab's first trial chip is targeted for December 2026. The semi-high-speed rail is approved but targeted for 2030-31. The full 920 sq km build is a Phase 3 target stretching to 2040 or 2042. Why the end year keeps moving
A 30-year greenfield city on low-lying coastal land is inherently hard to schedule. Land assembly was litigated: a 2017 report found only around 290 of the more than 900 sq km then secured, and Gujarat High Court status-quo orders followed farmer petitions around 2015. The current status of that litigation is not reliably sourced, so we do not claim it is resolved. Add coastal drainage constraints, a large share of land inside the Coastal Regulation Zone, and the ordinary friction of central and state coordination, and slippage is the base case, not the exception.
That is why the smart way to read Dholera's timeline is by milestone completion, not by promised end date. Watch for a primary source confirming the airport is flying, the fab is shipping, and the rail is running. Until then, treat 2040 or 2042 as a direction of travel.

If you are weighing a purchase, map your own hold period against the phases rather than against a single headline. A plot's value is tied to how close it sits to what is actually being built now, the Activation Area, the expressway corridor, the airport corridor, and how patient your capital is. This is a long-horizon story by the government's own phasing, and pricing a Phase 3 outcome into a Phase 1 purchase is how people overpay.
