The short answer

Yes, it is real and government-backed, but the finished city you see in renders does not exist yet. Dholera SIR is a genuine Special Investment Region under a 2009 Gujarat law, with a built Activation Area, operational trunk utilities, a solar plant and a semiconductor fab under construction. It is also a phased, roughly 30-year project, so most of the planned 920 sq km is still farmland and future plans.

Dholera is real, but the word real needs a definition. If you mean is there a legally constituted, government-funded smart-city project with physical infrastructure on the ground, yes. If you mean is the glossy render of a 2-million-person city a present reality, no. It is a work in progress, roughly 4 percent of the developable area built out, with the rest phased over decades.

What is actually on the ground in 2026

The phase-1 Activation Area, about 22.5 sq km inside TP Scheme 2, is built with underground utilities: power, ICT and fibre ducts, piped natural gas, potable water with smart meters, recycled-water and wastewater networks, stormwater draining into a 6.5 km canal, a roughly 50 MLD water treatment plant and about 72 km of internal roads. The ABCD building houses the Integrated Command and Control Centre, the smart-city brain, reported operational. A 250 m wide Central Spine Road is reported operational. These are reported by the developer DICDL, so we label them reported, but they are physical, not promotional.

The honest frame: Dholera is a real project in an early phase, not a finished city and not a myth. The Activation Area exists; the full 920 sq km does not. Both statements are true at once, and any pitch that hides one of them is spinning you.

Is it India's first smart city?

That specific claim is imprecise marketing. GIFT City in Gandhinagar is more accurately described as India's first operational greenfield smart city and IFSC. Dholera is better framed as a flagship greenfield smart city and the largest node of the Delhi-Mumbai Industrial Corridor. The 920 sq km figure is a planning envelope, of which only about 422 sq km is urban-developable, so superlatives like biggest city in the world are unverified.

What makes it more than a normal township

The smart-city label rests on centralised infrastructure that ordinary townships lack: a single command centre managing water, power, lighting, surveillance, traffic and environment, underground utility corridors instead of overhead lines, smart metering and leak detection, and single-window clearance for businesses.
