Dholera myths and facts: fact-checking the hype, neutrally

The short answer

Four claims dominate Dholera marketing, and none survives a clean fact-check unedited. It is not accurately India's first smart city, that title fits GIFT City as the first operational greenfield smart city. The 920 sq km figure is the planning envelope, not built area, with only around 422 sq km urban-developable and biggest superlatives unverified. Guaranteed returns do not exist, no government source assures appreciation, and land acquisition was litigated. And the airport opening next year has been a slipping target since around 2010. There is also a real counter-myth to bust: the claim that nothing is happening, when documented anchors clearly exist.

Dholera attracts superlatives the way flat coastal land attracts wind: first, biggest, guaranteed, imminent. Some of it is honest shorthand, some is sales pressure, and some is simply stale. This page takes the four loudest claims and one stubborn counter-claim and checks each against the record, neutrally, with the confidence label attached. The aim is not to talk you into or out of Dholera. It is to let you value the place on facts rather than on adjectives.

Myth 1: India's first smart city

This is imprecise marketing rather than an outright lie. The title of first operational greenfield smart city and IFSC in India fits GIFT City, not Dholera. The accurate framing for Dholera is a flagship greenfield industrial smart city and the largest node of the Delhi-Mumbai Industrial Corridor, where largest is itself a reported superlative. So Dholera is significant and genuinely ambitious, but calling it India's first smart city overstates a specific, checkable claim. Myth 2: a 920 sq km city, the biggest in India or the world

The 920 sq km figure is real, but it is the planning envelope, not the built or even developable area. Of that, only around 422 sq km is urban-developable, roughly 370 sq km falls inside the Coastal Regulation Zone, and the whole thing is phased across about 30 years. The demo Activation Area is only about 22.5 sq km. So quoting 920 sq km as though it describes a built city is a category error. Myth 3: guaranteed appreciation and assured returns

This is the one to be most careful with, because money rides on it. No government source guarantees appreciation at Dholera. Assured-return and guaranteed-appreciation language is speculative marketing, not fact. Broker claims of appreciation, figures such as 250 to 400 percent since 2018, are promotional and unaudited, and we do not present them as verified. On the record, land acquisition was litigated: Gujarat High Court status-quo orders followed farmer petitions around 2015, and a 2017 report found only about 290 of the more than 900 sq km then secured. That litigation reporting runs mainly 2015 to 2018, and the current case status is not reliably sourced, so we do not claim it is resolved.

The reddest flag on the site: anyone promising guaranteed returns on Dholera land is describing a wish, not a fact. No official source backs it, the asset is illiquid, and the acquisition history includes litigation. Myth 4: the airport opens next year

The airport is real, funded through a central-and-state SPV, and reported around 80 percent complete in July 2026, with operations targeted for September to October 2026. But the opening next year framing has been true, and wrong, for years. The Dholera airport opening has been a slipping target since around 2010, moving from late 2025 to early 2026 to across 2026. The counter-myth: nothing is happening

The skeptics have their own myth, and it deserves the same neutral treatment. The claim that nothing is happening at Dholera is false. Documented anchors exist: the Tata semiconductor fab, approved at Rs 91,000 crore and reported at roughly 50 percent civil work by mid-2026; about 300 MW of solar operational since 2022; the expressway reported open; the ABCD building and Activation Area trunk infrastructure reported done; and the semi-high-speed rail approved in 2026. That is not a ghost town, and pretending otherwise is as inaccurate as pretending the whole city is built.

The truthful middle is the least dramatic version: Dholera has real, dated progress on a few anchors, a large set of targets beyond them, and a history of slippage. That is neither the hype nor the dismissal, and it is the version this whole site is built to defend.
