Separate the built from the promoted. A common promotional utility "tunnel" that people can walk through, along with district cooling and desalination, are unverified for the Activation Area. The underground ducted utilities above are the credible, repeatedly reported claim. If a seller promises a feature, ask whether it is built and operational today or planned.

Why it anchors the industrial story

The Activation Area is where Dholera's headline anchor is being built: the Tata semiconductor fab, a roughly Rs 91,000 crore project under construction with civil work reported around 50 percent complete in mid-2026. A semiconductor fab does not go anywhere without exactly the kind of reliable power, ultra-pure water and data infrastructure that the Activation Area was built to provide.
